Regional Data to Policy (D2P)
Training of Trainers Workshop

March 2-5, 2026 | Lusaka, Zambia

Building sustainable capacity for evidence-informed policy development in Africa

Welcome to the Regional D2P TOT Workshop

The Data to Policy (D2P) program, developed by Vital Strategies, the U.S. Centers for Disease Control and Prevention (CDC), and the CDC Foundation as part of the Bloomberg Philanthropies Data for Health Initiative, aims to bridge the data-policy gap through team-based training and mentoring of health policy professionals in low- to middle-income countries.

Workshop Objectives

By the end of the TOT workshop, participants will be able to:

  • Explain the components of D2P
  • Define their roles as facilitators and mentors
  • Apply instructional skills to facilitate D2P courses
  • Respond to common facilitation challenges
  • Conduct end-of-day participant debriefs
  • Mentor D2P participants through all phases of the D2P course
  • Handle mentoring challenges related to developing D2P skills

Program Background

D2P participants develop data-driven policy briefs and recommendations that respond to government health priorities. The program employs several types of analysis—including economic evaluation of policy options—to inform policy recommendations.

This regional TOT model enhances country-specific TOTs, optimizing resources while cultivating a shared pool of skilled in-country and regional mentors and facilitators capable of independently leading future D2P cohorts.

Participating Countries

This workshop brings together participants from CDC Foundation Data Impact Program focus countries:

  • Rwanda
  • South Africa
  • Tanzania
  • Uganda
  • Zambia

Approximately 16 participants including four nominated D2P mentors from each country plus facilitators.

Expected Deliverables

Participants will gain competencies in:

  • Facilitating all D2P modules with confidence
  • Mentoring participants through problem statement development
  • Guiding root cause analysis using fishbone diagrams
  • Supporting economic evaluation and decision tree modeling
  • Reviewing and providing feedback on policy briefs
  • Managing common mentoring and facilitation challenges
